An Eventful Fall for the RGCQ
Events and training to inform, support, and empower our members across Quebec

In a context of major change for Québec’s co-ownership sector following the implementation of Bill 16, and true to its mission, the Regroupement des gestionnaires et copropriétaires du Québec (RGCQ) organized several events to inform and prepare its members for the new regulatory landscape.
Colloquiums and conferences held across the province brought together hundreds of co-owners and professionals from the condominium community. These gatherings provided an opportunity to review the new obligations introduced by the regulation, exchange with leading experts, and strengthen connections among members throughout Québec.
Montréal Colloquium
Held on September 12 at the Metropolitan Golf Club in Anjou, the Montréal Colloquium kicked off this series of events. The day focused on the key changes introduced by the regulation stemming from Bill 16, bringing together several hundred participants to explore the three pillars of the reform: the maintenance logbook, the reserve fund study, and the certificate on the state of the co-ownership.
A highlight of this edition was the introduction of the Professional Workshop — a dedicated space for industry professionals to delve deeper into the technical, legal, and planning aspects of the new requirements. This format, greatly appreciated by participants, allowed for targeted, hands-on discussions.
Led by Valéry Couture, President of Condo Stratégis, and Richard Dubé, advisor at the RGCQ, the day was punctuated by conferences, interactive workshops, and exchanges with renowned experts:
Me Yves Joli-Cœur, President of the RGCQ; Me Yves Papineau, Me Michel Paradis, Nathalie Bégin, Réjean Touchette, Julien Gobeil Simard, Jonas Depatie, Aline Désormeaux, and Jasmin Patenaude.
Participants explored the new requirements surrounding financial planning for syndicates, the protection of deposits held in trust, and the enhanced transparency standards applicable when selling a condominium unit.
The day concluded with a cocktail reception, fostering discussion between members and key players in Québec’s co-ownership community.
Québec City Conference
On September 14, the RGCQ continued its tour in Québec City, gathering co-owners and professionals for a morning of exchanges focused on the new rules introduced by Bill 16.
Presided over by Me Michel Paradis, lawyer emeritus and Vice President of the RGCQ, this event reviewed the path leading to the implementation of the regulation and clarified the key obligations now in force: conducting a reserve fund study every five years, maintaining an updated maintenance logbook, and issuing a more comprehensive certificate from the syndicate upon sale.
Presentations by Me Charlotte Fortier, Dominic Arès, and Julien Gobeil Simard, as well as the special participation of Me Yves Joli-Cœur, President of the RGCQ, combined legal insight with practical perspectives.
Discussions with members highlighted not only the challenges of applying these new measures but also the opportunities they bring to further professionalize condominium management.
Gatineau Conference
The tour then stopped in Gatineau on September 27, where the Outaouais Chapter hosted its members for a conference focused on the practical implementation of the new obligations.
Chaired by Me Richard M. LeBlanc, lawyer at RPGL Avocats and Secretary of the RGCQ, participants benefited from the expertise of Me Yves Joli-Cœur, Me Mathieu Turpin, Me Gabrielle Papineau, Roch Saint-Jacques, and Julien Chaput-Lemay.
From periodic maintenance logbook updates to reserve fund planning, and from deposit protection to compliance in issuing certificates, the conference bridged theory and practice.
The open and dynamic discussions demonstrated the region’s strong mobilization in the face of Québec’s evolving co-ownership landscape.
And That’s Not All!
In addition to these three flagship events, a conference in Bromont marked a first for the RGCQ in the Estrie region — and certainly not the last. In line with its ongoing mission to support and represent co-owners across Québec, the RGCQ will soon make an announcement regarding its presence in the region.
The RGCQ also continued its online programming, offering a variety of webinars on topics such as rental management in co-ownership, successful AGMs, and condominium accounting.
Successful Events Driven by Collaboration
Beyond the conferences and workshops, these gatherings served as spaces for dialogue and collaboration among RGCQ members, legal experts, property managers, and building professionals.
The questions and insights shared during these events will inform the RGCQ’s ongoing representation and advocacy efforts with public authorities.
