On October 17, more than 120 participants gathered in Bromont for the launch of the Estrie chapter of the Regroupement des gestionnaires et copropriétaires du Québec (RGCQ–Estrie). This event marks an important milestone for co-ownership in Quebec, offering the region a new forum for exchange and training dedicated to the management and governance of co-ownerships.
The presidency of this chapter has been entrusted to Me Alexandre Dumas, partner at the firm Dunton Rainville, which has a place of business in Sherbrooke. His involvement reflects the firm’s desire to be firmly rooted in the Estrie community while actively contributing to the development of co-ownership law.
An event focused on the reform of co-ownership law
This meeting was held in the context of the recent reform of co-ownership law, following the coming into force of several legislative and regulatory provisions aimed at modernizing the management of buildings held in divided co-ownership.
Among the topics discussed were the new obligations relating to the certificate of co-ownership status, the maintenance logbook and the contingency fund study — three instruments now at the heart of planning and transparency in real estate management.
The speakers recalled that these measures stem from legislative work initiated in recent years and aim to better regulate the sustainability of buildings as well as the protection of co-owners. These tools will allow boards of directors to properly plan major repairs, monitor the condition of the building and ensure better financial predictability.
Experts gathered to reflect on the challenges of co-ownership management
Many specialists and practitioners in the field took part in the event, which enriched the discussions. Among them were Me Michel Paradis of the firm Therrien Couture Joli-Cœur, as well as Mr. Julien Gobeil Simard, known for his expertise in preparing maintenance logbooks and contingency fund studies.
These contributors highlighted the concrete challenges posed by the implementation of the new requirements, particularly for smaller syndicates of co-owners that often lack internal professional resources. Discussions also focused on best practices to ensure a smooth transition to these new obligations, as well as on the training of volunteer directors, whose role remains central to the proper management of buildings.
Strong participation and sustained interest
The launch of the RGCQ-Estrie chapter generated significant enthusiasm. Participants came from various sectors: directors of syndicates, managers, building professionals, lawyers, architects and insurance brokers specializing in co-ownership.
Several exhibitors were also present to offer services tailored to the needs of co-ownerships, ranging from building management to maintenance, as well as disaster prevention.
The event also served as a reminder of the importance of collaboration among the various stakeholders in the field of co-ownership, in order to promote rigorous and consistent application of the new rules. The increasing number of regional exchanges, such as those of the Estrie chapter, thus contributes to better dissemination of knowledge and sharing of experiences among managers and directors.
The RGCQ: A key player in the development of co-ownership in Quebec
Founded over 30 years ago, the Regroupement des gestionnaires et copropriétaires du Québec (RGCQ) now represents nearly 100,000 housing units across Quebec.
Its role goes beyond simple representation: it acts as a key interlocutor with public authorities and practitioners in the field of co-ownership. The RGCQ has notably contributed significantly to the recent legislative reform by producing briefs and participating in parliamentary commissions on bills governing divided co-ownership.
The creation of the RGCQ-Estrie chapter will bring the organization closer to local stakeholders, better respond to regional realities and strengthen the support and training network already established in other regions of Quebec, such as Montreal, Quebec City and the Outaouais.
